If you want to waste your money, go ahead & buy under eye moisturizer.
It's just moisturizer in fancy & very small packaging (check ingredients),
and often oilier than other moisturizers.
Eyebags aren't caused by moisturizers, incidentally (where on earth did you
hear that one????). You'll get them or you won't, depending on your genes,
although a good (doesn't mean expensive) moisturizer with UVB/UVA sunscreen
might help & can't hurt. And by all means, unless you have really dry
flaking, cracked skin all over, avoid moisturizers with oil in them.
In the meantime, I'd have the dry, flaky, itchy skin checked out. Your
doctor may be able to prescribe something & save you money in the long run
(providing you're insured).
