Slightly off topic, but let me explain:

I've suffered from acne for the past 30 years...but thats a different story.
I also had a red rash on my chest, as well as below my eyes, near the nose,
and between the eyebrows...treatment for that: Hydrocortisone.

Now, a couple of years back, I had an inflamed prostate, so the doctor gave
me Cipro. As well as getting rid of the infection, the Cipro cleared up the
redness on my chest, which was small 1/2 diameter red spots.

Then, I noticed that the shampoo I was using for dandruff, Nizoral, was an
anti-fungal shampoo.

The redness on my face, exema, or sebhorrea, whatever, has returned.

It makes sense that if I get flakes on my scalp due to a skin rash, and its
caused by a fungus, then the same fungus must live on my face and chest,
causing the red rash.

Maybe Hydrocortisone is not the answer, but an anti fungal cream is.

What do you think?

And anyone else suffer from acne on the face, back of the neck, and the back
for this many years?

I agree that hydrocortisone is not a good idea if you don't know that
your problem is definitely some sort of allergic reaction and not the
result of a microbial invasion. It shuts down your natural defenses,
and can give an infection a big boost. Several antimicrobial shampoos
might give you good results besides Nizoral. Those that contain
pyrithione zinc, selenium sulfide, or coal tar might help. These are
all most effective if smeared on dry skin and then bathed off after a
few minutes. I would start out with an experimental trial by using
one of these at a time, on one side only, so you have something to use
as a control for comparison.
